I've seen troops that have as many as 50 scouts, but only 15% participate. You should have said most scouts with the highest percentage who are present.

Our troop has 14-16 scouts or so, and 90% are present to each meeting, an average of 78% are present on outings, 97% are present in OA outings, and 95-100% are present in annual outings (summer camp, winter camp)
