The all-seeing eye in masonry is a symbol for what Masons call "The Great Architect". It can be God or Allah, or Mind, or the Ideal that we all carry inside ourselves. Masonry, like AA, and a number of other organizations, contains a belief in man's "Higher Power", but leaves it to the individual to decide what to call it.

If you look on the back of the US dollar bill, you will see an unfinished pyramid, with the capstone, containing the Eye, hanging above it. That is to remind us that we can only build so high, or go so far, and that the Completion of any effort is Always done by the Great Architect.
