Usually, covenants are enforced by the board. There is no standard process.
The town can enforce some restrictions that are necessary for compliance with local ordinances, but the abutters and purchasers of the subdivision would have standing to sue on any of the other restrictions that ran in their favor.

You can amend restrictive covenants by an instrument in writing properly recorded in the land records. You must be the individual who imposed the restrictive covenants.
