E. Urner Goodman.

Goodman was a Scoutmaster in Philadelphia who, in 1915, had agreed to take the job of camp director of the Philadelphia Council's scout camp,Treasure Island. He wanted to teach the scouts that scouting involved more than just learning outdoors skills and so came up with the idea of having them elect peers who best exemplified scouting's values.

With the help of his assistant camp director, Carroll A. Edison, they researched local indian lore and decided on the concept of an indian lodge for the new group to join. They wanted dramatic ceremonies that would leave a lasting impression and so patterned them after both local indian traditions with some elements of Masonic rites (both men were Masons).

Their idea was popular and spread quickly. By 1921 the first national gathering was held.
