I know in Australia in 2005 there were roughly equal numbers of cats and dogs admitted to shelters. Having said that, 40% of dogs are reclaimed by their owners as they are "lost", whereas only 4% of cats were reclaimed by owners!
So there are probably roughly equal numbers of temporarily homeless animals that get lost, but FAR more cats that are permanently "homeless".
This is largely due to partially owned animals - i.e. people who feed "homeless" cats but never take proper ownership and responsibility for these cats. Cats are far more independent than dogs, and therefore people are less likely to take them into their homes and make them part of their family.
Cats have a 3 month pregnancy, which means they can potentially give birth 4 times a year with 1 to 8 kittens per litter! This equates to a lot of "homeless" cats adding to the equation every single year!
So, this is the answer for Australia, but as for the rest of the world you will have to leave that for someone else to answer! :)

One of the obvious contrasts between dogs and cats is that cats are much more independent than dogs. Dogs are more codependent, which results in them being slightly more needy but also infinitely more easy to train.
