Based on studies of Serial Killers (killers who have more than three periodic kills with cooling off periods, i.e. not all at once), performed by the FBI at their Quantico facility, and also U of Penn., it appears that far more serial killers are white than non-white. This seems to be true even in locales where there are equal or greater numbers of non-Caucasians.

There may be some flaws in this study. When I read it, there were only 36 serial killers included, of which only 3 weren't white. 36 is far too small a number to draw statistical inferences from accurately, although 12:1 odds can't be ignored. Also, serial killer reporting only started in its roughest sense in the late 19th century, and not until the 1970's or so did it acquire momentum in law enforcement, psych, behavioral and criminological circles. So we can fairly assume that (a) especially in the early days, not all serial murders were reported or examined and (b) 36 is way below the actual number of serial killers internationally.

Note also that military or police operatives that have many kills to their name (snipers for instance) are not in any way factored into the studies I've seen.

In summary, at this time all reputable studies seem to indicate that the percentate per capita of serial killers white versus black show Caucasians seem to commit this crime far more often than blacks. The reasons for this are unknown at this time.
