There are two ways of measuuring the crime rate. As a percentage compared to the population of the country as a whole, and as a bare statistical number. As a bare statistic, the number of crimes has undoubtedly risen as the population of the country has increased exponentially since 1950. As a percentage of the population I believe that it has remained relatively flat and comparable.
