If it's on your property, why don't you be a good neighbor and try to keep the peace in your neighborhood and just ask them to move it. If they don't then call a tow truck.
If you can find a police officer, tell them nicely that you have a very important meeting to go to and if they could move the car so you can leave. If you want to sound extra nice, you can even offer them to park in your drive way when you leave. I doubt they will use it, but it might be what it takes to make them go the extra mile. Ask them politely to move it if you can safely get their attention. If not, call their dispatch and politely ask them to relay the message to the officer(s). Don't be rude.
