The answer to this question depends on the meaning of "educated". The literacy rate in Russia is very high; 99% of its citizens who are older than 15 can read and write. The Russian government spends 3.8% of its GDP on education, making it the 117th on the list of countries with the largest education expenditures as a percent of GDP. The Russian educational system still mostly functions on the Soviet model of education, which is very different than Westernized education systems. Generally speaking, most adults in Russia are educated, and Russian society traditionally values education. Nonetheless, there are problems with the Russian educational system. School infrastructure is not great, and in rural areas schools sometimes don't have space for all their students. Russia is still reforming their educational system to update it and make it more similar to Western education systems. Also, as in many countries, the level of education that Russians achieve depends on their parents' financial status. While public education is free, university education in Russia can be costly.
