Part cause of this was that the early finders of the fire, notified the fire brigade that it was a small fire and that they would deal with it themselves. So the brigade did not turn up immediately in spite of the fire alarms going. There was a Royal Commission enquiry into the events, and part of the results was that the brigade will always turn up, despite casual counter assurances.
