In 2013, at least 175 same-sex couples have been issued marriage licenses in Montgomery County when the Register of Wills of that county decided to ignore the existing ban because it seemed unconstitutional. A judge had ordered him to stop issuing new licenses, but the existing marriages were never invalidated.
As a result of that order still being in place, the Montgomery County Register of Wills was the only one of 67 such officials specifically prevented from issuing marriage licenses to same-sex couples on May 20, 2014, when a federal court struck down Pennsylvania's statutory ban on same-sex marriage.
