As of 2021, there are approximately 2.1 million civilian employees in the U.S. federal government. This workforce is spread across various agencies and departments responsible for carrying out the government's functions and services.
If one excludes the in-uniform members of the U.S. Armed Services, there are approximately 2.5 million full-time Federal employees, with about another 0.5 million part-timers.
These numbers are a bit deceiving. Firstly, the numbers include all authorized headcount - that is, there is a position of a worker allocated, budgeted for, and has money available, whether or not there actually has been someone hired for the position. Estimates are that at least 10% of the FTE (Full Time Employee) numbers are actually vacant positions (money allocated for a FTE position that is unfilled goes back to the General Fund, and is not available to be spent for other purposes by the organization that had the FTE position).
Secondly, it does NOT include the hundreds of thousands of contractors being used by the Federal government. Particularly in the 1980s, there was a huge push to contract out vast swaths of former Federal Government positions as a private contractor. The job still existed, it was just to be done by someone employed by a private company rather than directly by the Federal Government. Add as much as 30% to the above numbers to account for contractors.
Lastly, the number above includes the Postal Service (~600,000), which is really a quasi-governmental independent entity rather than part of the actual Federal bureaucracy, but it excludes those in military service (reserve or active duty), which are roughly another 2.3 million.
