That looks like GDP, which would be read as 13.6 TRILLION dollars. The federal budget crossed $3 Trillion dollars this year for the first time, but you need to go to the Department of the treasury to see if this includes transfer payments funded elsewhere (Social Security, Medicare etc.). So, of $13,617,000,000,000 in total economic activity in 2007, just under $3,000,000,000,000 would have been Government spending.
Also, note that the GDP figure is fo Jan-Dec.
