Yes, very much so. Any subculture can be a dominant culture in an organization, this is possible because of the overwhelming amount of that subculture.

For example Taxi Companies, when they started out it was mostly Indians. Indians are a subculture to white people and very few white people used to work in cab companies now the number rises every year, therefore still making the Indians "Dominant culture" of their organization.
