I didn't want to edit what the previous answers were because I wanted other people to see them. I say no, as long as it's used descriptively and not in a derogatory way. However, many people do feel that calling a person black is offensive and may react to being called that. So, if you don't know the person well, it might be best to either ask what they want to be described as or call them African American.
It totally depends on how you are saying it and why you are saying it. If someone gets offended by it, then yes, it is wrong. However, if someone goes along with it and makes more jokes then it could be just having fun. Usually though, making racist jokes is totally wrong, and could turn someone the wrong way. Remember that sometimes people just play along that they are "kidding around", and it could really actually hurt that someone. Just remember that racist is racist and it isn't right. I myself do make some racist jokes but it is only around people I really know. Also I am black and white so my friends are black, white, Mexican, Hispanic, Asian, all kinds of things. I have friends from total preps to total ghetto and gangster. I'm young and I know these things. You should know about them too!
