When I lived in Tucson, Arizona one of the bigest challenges were that so manny of the people spoke verry little english. Another was the crime rate and poor condition of housing. To be honest it was like the Government officials running the state/city didn't care about the living conditions or job opertunities or the condition and reputation of the city.
