A community can provide jobs, affordable housing, food and cash assistance, mental health and substance abuse recovery programs, and offer educational and job training programs suited to the homeless of their area. But even with all of these things, homelessness can not be eliminated because new reasons for it will keep occurring and new solutions have to be found.
