A traffic census is where the local council with the help of the local Police stop drivers and cause traffic mayhem. This is done in order for them to ask questions about motorists habits to apparently help improve roads and traffic flow. I am surprised the police are being used as they are always complaining. They say the reason they are not effective and cant catch criminals is because they are under staffed, think they mean useless.
