One might be able to derive a reasonable estimate from reports such as this (even if only a short-term sampling was considered during 1969-1981 and only in the USA). Note, however, that an an annual mortality estimate derived only from this report might be lower than actual (taking into account other events that might not have been included in the study that may have also involved deaths ). Based on this study (see excerpt and reference below), 1185 deaths over 13 years = 91 flash-flood-related deaths per year on average in the USA. The affects of ongoing climate change toward flooding occurrence should also be considered in guessing how these estimates might be changing during more current times (probably leading to increased numbers of deaths, especially in developing countries where advance warning capabilities are lacking).
