When used in a non-hate-based fashion, racialism is used to define policy or interpret events. Kind of like colonialism. Not all colonialism consisted of things that were detrimental to the people involved.

Probably that racism in the USA was institutionalized,or was the law at one time enforced by respectable services such as the police force, segregation was a way of life in America, which is still ingrained in some people minds even today. However racism in Canada is more on individual basis, a person may be racist or have a racist behavior, so that differ a lot, since it has never been enforced by law.
Racism exists everywhere. It is not just prevalent in Australia, but in countries all around the world. Racism exists wherever there are two or more different races of people, and as Australia is a very multicultural country, racism will appear more obvious there.

It would depend to a degree on context: a good start would be to define racism in the introduction since the word has so many meanings and connotations these days (as the recent so-called UN "conference" on Racism showed). Is the essay about racism today, or 2 centuries ago? Is religion included (since "Islamophobia" is being touted as a form of racism, lately)? You would need to define racism clearly from the start and keep the body of the essay within the frame work initially outlined, not drifting into areas such as "racialism" which to many people is a different concept.
