Chennai only
Chennai is the largest city in Tamil Nadu by population. With over 10 million residents, it is also the capital of the state and a major cultural, economic, and educational hub in South India.

According to the most recent US census compiling a statistical frequency report of last names (which, unfortunately, was back in May of 1995), the surname "Wise" was listed as the following:Name: WISEPercent of population with the last name "Wise": 0.027Percent of population sample covered by "Wise": 33.247Number of last names more common than "Wise": 422See Related Links below for US Census information
It is possible to assume that 'second' refers to the date of statehood of the state, as in which state came second. This would be Pennsylvania, which was admitted as a province in December 12, 1787. Pennsylvania follows Delaware as the first state, New Jersey behind as third and Hawaii joining last in 50th.
Well.... according to http://www.citymayors.com/statistics/largest-cities-density-125.html the first three are: #1. Mumbai, India (14.35 million people / 187 sq. miles = 76.7k people per sq mile) #2. Kolkata (Calcutta), India (12.7 million / 205 sq. miles = 91.95k people per sq mile) #3. Karachi, Pakistan (9.8 million / 200 sq mi = 49k ppsm) But, it's interesting that the list linked above places LA, San Fran, and San Jose in front of New York which goes against "common wisdom".... However, this link includes rivers, harbors, and off-shore (oceans, lakes) areas if they are technically included within the city boundaries. This tends to reduce New York's population density relative to the California cities. According to http://en.wikipedia.org/wiki/List_of_cities_by_population Dhaka, Bangladesh takes the #1 spot.... and that list has NY ahead of the other US cities.... So I think it kinda depends on your definition of the area of the city and such.... Edit: Being from SFI know that it's is on that list because it's actually a very small city area wise. Only 7 miles by 7 miles with about 1,000,000 residents.
