This depends upon what criteria you are looking for. If it is land area, then Carlisle is the largest city. (City status in the UK is conferred upon local government districts.) If it is in terms of population, then Birmingham is the most populous city in the UK.

London, for the record, is not a city. The City of London has a population of around 8000 permanent residents and corresponds to 'The City' or 'The Square Mile.'

London, in common parlance, refers to either the county, or urban area surrounding the city.
