That depends on how narrowly or broadly you define it.

Those that would use violence to overcome another for a material reward - perhaps 1 percent, probably less.

Those that would steal if it was just a sudden and safe opportunity, with no chance of getting caught - a lot more, probably 79%, such as a wallet with money and an ID in it, or embezzling from an SEC monitored company!

Those that would steal if it was called something else - like a vote to raise taxes on other people - then probably 98%. (With the 2% being the rich who are usually the "other people".)

Stealing is common to all. Robbing is an specific conscious act but stealing is something which everyone does unconsciously.

Regular everyday people who steal would never show up in statistics, people who take home office supplies, people who take a server's tip left by someone else, or someone who "forgets" to have a cashier ring up an item on the bottom rack of the cart. So the total percent of people who steal will remain unknown.
