Relief and development are, in many ways very different. Relief focuses on meeting an immediate short-term need through external means. Development is improving holistic conditions primarily through internal assets.
Relief is needed prior to development when a community lacks certain necessary resources or skills. It is desirable that during the relief, there is resource and skill transfer from outside groups to insiders so that future development can occur. If this does not happen, there is a tendency for long-term dependency.
Disaster Relief is needed when catastrophic conditions occur that overwhelm the internal skills and resources of the community. This often means that community needs (such as Physical Needs and Safety) are no longer being met (ala Maslow's Hierarchy of Needs).
Therefore Disaster Relief has at least two beneficial roles to Development.
1. Provides opportunity for skills and resource transfer to the community to aid with future development.
2. Fills more basic needs (physical and safety) so that the community can work towards higher level needs, primarily on its own.
Negatively, of course, if there is not adequate skills and resource transfer, dependency can occur. Additionally, the community may develop a "Can't Do" or "Don't need to do" attitude, assuming that disasters are the responsibility of outsiders.
Disaster relief plays a critical role in development by providing immediate assistance to affected populations, helping to save lives and alleviate suffering. It also enables communities to recover and rebuild after disasters, thereby supporting long-term development efforts. By addressing the immediate needs of those impacted by disasters, relief programs can help prevent a worsening of poverty and vulnerability in affected regions.
