It depends on how you measure 'poor'. It is commonly based on GDP per capita, and 2008 figures give Democratic Republic of Congo as the answer (IMF figures) or Burundi (World Bank figures). The World bank figures placed DRC last, but they did not include Zimbabwe in their list, had they done so, DRC would have also been the second poorest.
