Well, The most common reason is probably better jobs, but I might be wrong.

Hi, We are doing this in my geography. The basic reason to this is because in rural areas, you tend to find only farms, which, to be fair, is no the best business opportunity in the world. So the reason why there are a lot more people in urban areas is because many people from the rural areas move to urban areas to find jobs, or open businesses.
The major reason that people move from rural to urban areas are for job opportunities. Whatever the many other reasons that come in second are, would based on individual needs or desires.

I have been trying and trying to find this answer so PLEASE someone, tell me what it IS!!! PLEASE!!! !!! urban areas wouldn't have a lawn just as an example.. the closer to the capital the more urban as you move outward into places where neighborhoods with spaced out houses would be the suburbs (suburban area) and you move more outward into the rural area (out in the country ) wether it be mountains or farmland or nothingness another way to determin, would be population density (people per square mile)

Well, it entirely depends on which regard you want to control it. if it is population, the government could introduce new legislation that discourages people to live in densely populated areas, or legislation that encourages people to move into high density housing and not join the trend of urban sprawl.
