This question has many facets to it's answer in that one facet could be that men biologically are the sowers and are sent forth tosow. Women are the fertile ground that receives that which is sown and yeilds the fruit that will populate the earth. If this primise is assumed true then it would suggest that it is the nature of man to roam and spread his seed and it is the nature of woman to remain grounded and receiving to the seed sown. However, this facet would then be a possible answer in the most base of thehuman experience where survival of the species prevails. As a group of people survive and then thrive, rules that govern existence must also evolve that behaviors must change with it. So man must adapt his behavior to confine himself to one woman because there is no danger of the species falling into extinction at this time. In other words, society norms form and evolve with our levels of civilization over history, as we settle into prospertity away from the threats of wars and other disasters, our behaviors must mature to match our quality of life and history has always made allowances for man to repopulate a village by procreation with more than one woman from biblical times to war torn times and prevailing in some ancient religions such as Muslim practices. However, again, there seems to be no threat to the survival of the species at this time. No need for the sower to goforth and sow. There are some world societies that have placed a limit on the number of children a family can have. One person's humble opinion.
This societal double standard stems from historical gender norms and expectations that have often placed a higher value on men's sexual freedom while condemning women for the same behavior. It reflects a traditional view that men are expected to be more sexually assertive and dominant, while women are judged more harshly for exploring their own desires. Over time, societal attitudes are gradually evolving to challenge these double standards and promote gender equality in all aspects of relationships.

Historically, Yes. One major reason is that there have been, in the past, far more Olympic sports held for men than for women. Also, Australia has a fairly unique transportation problem: in the past, when men were the prime breadwinners and it was the woman's place to stay at home - even with parents where fathers were able to be 'protective', it was more socially accessible and acceptable that men, more often, travel abroad to represent their country than the women. Perhaps the other prime reason was simply that it was less socially acceptable in general for women to take up sport than for men.
