Some have much less motivation to do anything about the situation they are in or are heading to, while others try hard to come out from under, but because of much discrimination set from birth, it can become near impossible.

At the present time, with the world population approaching seven billion, the world is getting crowded, and there are not enough resources in the world to support that many people at a high standard of living. But it is true that at all previous periods in world history, there has never been a time when everybody was wealthy - although it could also be pointed out that in prehistoric societies operating on the economic system of hunting and gathering, while there was no actual wealth, there was no poverty either. Broadly speaking, some people succeed in life and others are less successful, for a variety of reasons, which involve accidents of birth as well as opportunities which may or may not come to any given individual, as well as varying levels of actual ability. Poverty is a kind of default condition into which people will inevitably fall if they are not successful in creating an economic basis for their lives. So far, economic opportunities are not growing nearly as fast as the global population is.
