California State Route 78 East from Oceanside CA to I-15 at Escondido has no known rest stops, but plenty of restaurants, Home Depot, Walmart and shopping centers to stop and shop in, with restrooms, of course. East of I-15 rolling hills and two-lane road passes RV and other sites suitable for stopping, but fuel is best obtained along 78 in town, or at least before leaving I-15 or I-5 corridors. COSTCO has gas, no diesel but Escondido has both with easy RV access.
