In Maryland, if you have completed a driver's education program, you are required to hold your learner's permit for at least 3 months instead of the standard 6 months. During this period, you must log a minimum of 60 hours of practice driving, including 10 hours at night. Once you meet these requirements, you can take the driving skills test to obtain a provisional license.
After you pass the test on the Rules of the Road, you can go down to the DMV and obtain your learner's permit.
As of right now you have to be 15 and 9 months to get your learners permit. After you have Learners for 6 months you can get your provisional. So the earliest that you can get your provisional is 16 and 3 months.

well in florida if u drive alone with a learners permit you will have ur drivers license suspended for up to six months...............so don't do it
you may obtain your learners permit at 15 and 6 months of age not 100% on the months part but 15 to get your learners 9 months later you can take your drivers test then hold a previsional for 1 year stating curfew and things you cant do then after that you get your full fledged license

Yes, you can but you must know the laws there because you may be fined for something you don't know about. Rules could be different but if you live there and drive with Maryland tag for a long time ex change of address, go mva and get new tags for car. Well, I am not sure when you could get it in Texas, but in Maryland, my home state, it takes about 6 months.
