14 inch tires work on a 14 inch rim.
NO, it will not fit the rim safely
I built my Saruca by cutting a bicycle rim in half and putting stainless steel screen in side the rim pieces, then pop riveting the 2 bicycle rims back together. It works well. Split the bike rim lengthwise..not crosswise.. however you must remove about an inch from the top rim piece as once the rim is inside the outer rim it will need to be a bit smaller to fit tightly.
The rim is what holds the tire to the car it has the lug nut hole, if you mean chrome ring, it woulkd work the same.
All rim brakes work by friction against the rim, and will eventually wear the brake surface on the rim down.
Your best bet is to just just buy a new tire & rim combo rather then trying to replace the rim only. The amount of work and cost wouldn't be worth it.
To effectively get a bike tire on a rim, start by deflating the tire completely. Place one side of the tire onto the rim, then use tire levers to carefully work the other side of the tire onto the rim. Make sure the tire is evenly seated on the rim before inflating it to the recommended pressure.

To remove a tire from a bike rim, first release the air from the tire by pressing the valve stem. Use tire levers to pry the tire off the rim, starting at a point opposite the valve stem. Work your way around the rim until the tire is completely off.
