Yes it is. Generally, a size 38-40(this represents chest size) in a jacket will be a medium. 42-44 is usually a large. 'Regular' refers to the length of the arms. In this case a 'regular' size should fit someone from 5'8" to 5'11" or perhaps even 6'0". However, I am a little over 6'0" and a regular is just not quite long enough for me; so I usually get "long" instead of regular.
