The only way to find section 8 housing (called a Housing Choice Voucher Program) is to continue to search Housing Authorities' web sites and seek which ones have openings for their waiting lists. There is no such thing as a central housing authority, though there are many housing authorities that cover several areas within the jurisdiction, known as regional housing authorities.
