The Bairro project, the scheme started in the 1990's with $300 million and was designed to help 60 of the poorest favelas in Rio de janeiro. Houses were made legal and extended. Roads were built so they can start collecting rubbish, schools and medical facilities were improved and sports facilities upgraded. Local labor was used to reduce unemployment and teach new skills.
