No. It is 54.5m High. It is a highrise building ( highrise = 35m+ ) but it is small in comparison to the tallest skyscraper. Canary Wharf is the tallest building to be completed in London and is 4x taller than The Leaning Tower of Pisa. Type The Leaning Tower into images and you can see it isn't that tall in comparison.
Was when I last looked. But you're right - it was a temporary building, and destined to be dismantled after the Exhibition of 1889. In the end it was saved by radio and, later, television - ar to good a transmitter mast to waste.
