The two are somewhat synonymous. So yes, moderate does in a way mean difficult. You can't always use them interchangably though. It would be best to understand the definitons.

It is too early to tell at this point. Currently the highest risk issued for that date is a moderate risk. The area under the moderate risk is quite large, which is a sometimes seen before a high-risk outlook is issued, but trying to draw conclusions would simply by speculation.
