To cook, you can batter it like calamari...boil, then roll in flour, and cook in hot oil. Or, you can boil it and eat with salt, limu seaweed and green onions.
No -- the ink cannot. And in fact, squid ink (very close cousin of octopusses) -- is eaten as a sauce on pasta -- quite a delicacy! The Blue-ringed Octopus of Austrialia however is deadly poisonous. Its saliva contains tetradotoxin -- a truly nasty neurotoxin that blocks the sodium channel and makes you lose control of the muscles you need to breathe (that and 5-hydroytriptamine (5HT) being signature parts of the weird and very effective toxin cocktail that appears in molluscs). Note though -- it's not the ink -- it's the saliva, so they have to bite you to deliver it (it would seem). Most octopusses, however, aren't poisonous at all, and in fact are very intelligent. If you have the right qeuipment, they can even make good pets.

Alright, this may be a joke, but I'm going to respond to it anyway. Yes, of course an octopus lives in water, it is a cephalopod, meaning inner shell with legs. It is a subspecies of mollusk meaning shelled animal. Mollusks store water inside their bodies and live outside of water for long periods of time, but the octopus can only do this for a few minutes before it dies. If you're asking this you either must not know that much about the ocean (hint hint), or you are just trying to play a prank on someone and take up their time in writing this response. So, how's that for an answer, huh?
