There are two reasons you could have something that looks black-and-blue on your nails.
The first is you hit your fingers with a heavy object, and you broke some of the capillaries under the nail plate so a pool of blood got under there. The way you treat this sounds really gross, but here's how: get a paper clip. Straighten it out. Grab it with pliers, heat it red hot over a flame, and put the end of it right in the middle of the blood pool. You'll melt a little hole in the nail, and the blood will come out. Then you treat it like any other open wound. Definitely don't paint your nails until this is fixed. If you did hit your nails hard enough to make this happen, you have to get the blood out of there because it could lead to blood poisoning that will kill you - a VERY good reason not to paint your nails until it's all gone!
The other is you have nail fungus. That's a lot easier to get rid of, but you still don't want to paint your nails until you're cured. Get a bottle of tea tree oil from a pharmacy that sells herbal medicines, and apply it to all your nails somewhere between three and five times a day, plus any time you get your hands wet.
How to tell the difference: get a nail file and file the area. If the sanding dust is black it's fungus. If it's not black, it's blood. Go see a doctor to confirm it in either case.
If things get really infected, they might have to remove the affected nails - but that's a treatment of last resort.
