Your best bet would be to talk to a recruiter, although they don't usually have the ability to answer specific questions about the subject. Getting a Governors pardon or having your charges minimized does not change your status with the federal government, ie, they still have your record and you are alwasy a felon in the eyes of the government, but a pardon still looks good.
