The fact that they are not PhD's and that they do not prescribe medications does not make them 'second rate' regarding mental health; they will often be as skilled or more skilled in the process of psychotherapy as other professionals who have specialties beyond therapy, like the psychologists and psychiatrists mentioned above. It is a matter of need and convenience.
