Both Characters were created on comic strips around the same time. The UK Dennis The Menace made his debut on March 17th 1951 and the US version first appeared 5 days earlier on March 12th 1951. So, while it would seem the answer is technically the US version, it is not because the UK version seems to have been postmarked. It was taken out of the market on the day marked in the magazine (March 17) but it was available for a few days before that date. So, incredibly both titles, with the same name, were probably on the stands for the first time simultaneously or closely so.
