Edit: Completely ignore the previous answer. Ice Dragon Head dropped in a previous Dragonsvard war, which means it is no longer attainable in the game.

You can get a queen dragon from one of those mini games (winter casino, wheel of fortune etc) if she does appear. An easier way to get a queen dragon is to first buy the Deus Statue. The formula for the queen dragon will be on there. Buy the formula.
The formula will say you will need to breed: a fire and metal dragon + a water and leaf dragon= queen.
If you already know the formula and you dont have the deus statue it wont work. You must buy the formula.
(its not 100% that you will get a queen, you may have to try more than once.)
You could try breeding: Medieval dragon + Nenufar dragon OR Medieval dragon + Jellyfish dragon
