Why do small bird dive bomb birds of prey and why don't the birds of prey retaliate?
First of all, the smaller birds are likely trying to defend a nest. Red-Tailed Hawk vs American Kestrel for example, I have seen it happen. As to why the larger birds don't fight back, I'm not entirely sure. Have you ever tried to swat a fly with a baseball bat?
The Bald Eagle does not have a penis. They have what is called a Cloaca. When the male has mounted the female, he will rub his cloaca against the female's, flapping his wings and moving from side to side. Then, sperm will travel from the male's testicles into the female's cloacal opening. He will then dismount her and soon, eaglets will be born. Just an FYI.

Eagles do not love storms, but they do take advantage of the strong winds associated with storms, as well as "updrafts" coming off hills and mountains. This helps them to gain altitude and set them up for a long, soaring flight to another location, especially when they migrate great distances north or south.
