Does Michigan's Good samaritan law apply only to health professionals?

It is not a simple answer of yes or no. Yet at the same time it is. So in a nut shell, here's my answer.

No. It does protect those that are not health professionals, it protects all with acknowledged medical training. That can be general first aid certification from the red cross to CPR certification. As long as the individuals helping some, only uses the knowledge and skills they have been certified to use and know are protected by the good samaritan law. To practice outside of one's training can be considered negligence since one is not accreditied to do so. one must perform within their scope of practice. There is an entire section of law school dedicated to the medicla field. there are sects of lawers dedicated to find EMS personnal liable for the out comes of aid given to patients. its a foul and messy thing. To be honest, I would love to read the response by one of these lawers. They alone know the law the best, they know all of the arguements around and through this law.
