This is a very common predicament.
First, make sure you've talked to the owner of the necklace. If she says something regarding Nolan... go talk to him again. If that doesn't work, follow the clue he would've given you before (if you don't have it, you should start using a quest guide... at least for long quests such as this one).
If you have completed "Opal Sandstone's Sapphire: Ms Mabel Investigates" you may need to talk to Ms. Mabel. She will give you a Ruby, and a nice, hot cup of Tea, then try talking to Nolan again.
You will find Barrett in the Tail End general store.
Take the Appleton docks to Tail Isle, then walk or take the wagon to Tail End.

Where is Edgar's missing friend on HorseIsle?
Begin by talking to Edgar. Edgar is located somewhere on the coast under the lighthouse on the northwest crossbone. He will be near some ships wreck debris. He tells you that his friend is lost, and he asks you to go to Stinky Breeches, the man in the lighthouse. Stinky Breeches must have you do a favor for him first. He gives you directions to retrieve his cookbook from Prison Isle. Rake here to find his book:
About 4 horse paces above a bridge on Prison Isle, you can see the dock with a telescope from where you stand.
When you have it, bring it back to Stinky Breeches, but he says he wants you to get him some dinner before he helps you. He needs beans and rice from Barrett, the Tail Isle General Store owner (costs $200), spices from Rika on Spice Isle (she needs to be bribed with Jewel-Encrusted Scissors that Stinky gives you before she'll sell you the spices ofr $200), and vegetables from Candide on Eldorado Isle, which also cost $200. Go back to Stinky Breeches when you have all the ingredients. Next, he'll need a pot to cook all of it in. Go to Pillan in Santon on Desert Isle. He will tell you to talk to Augie. Augie can be found wandering around somewhere near Oydessus's hut on the second Sand Isle. Inexchange for a pot, Augie tells you he needs shelterf rom the sun. To get the palm fronds for him, head to the oasis in Skull Forest on Pirate Isle. Use your rake southeast (edit: I found them north - tuki) of it and you'll find a Handful of Palm Fronds! Bring them to Augie and get Stinky's pot. Bring the pot to Stinky, and he'll finally help you. He tells you that Edgar's friend is near shipwreck debris on Polar Isle. Go back to Edgar and tell him Stinky spotted him. Rake here to find the friend:

How do you do leroys golden nugget quest on HI?
This quest starts on Desert isle, to the southwest of Santon.
Talk to Leroy. He will tell you that two squirrels stole his golden nuggets!
Go outside his house and use your magnifying glass to search for squirrel tracks, the first spot you will find a clue is to the left of Leroys house as you stand next to a pine tree. The second clue is found by standing in the rock pile to the southwest of where you found the first clue.
Now walk to the southeast, until you are standing in a cluster of tree stumps, that is the location of Scamper, the squirrel. Talk to Scamper, and he will tell you the location of the other squirrel. Scuttle the squirrel is not helpful at all so you must find the nuggets on your own.
Go to the big rock north of the cabin and search with your magnifying glass. Another clue! Use your rake, you've found a nugget! Go to the palm tree that is north west from the rock the tree should be in the top left corner of the grass area and then go on the right side, and search with your magnifying glass. Another clue! Now it's time to dig. Another Nugget! Return them to Leroy.

How do you earn 1 mill. on HorseIsle?
Earning $1mil is not the easiest feat. The first suggestion I'd give would be to sell a month subscription. My normal price for them is about $1.2mil. But I know that not all players can pay for things online.
Otherwise... Here are some tips!
- Do quests -- Quest will earn you a TON of money. Some are quick, some are slow. But they all pay off in the end. Especially when you can mine on Pirate, collect shards on Lava, and collect the various items from Cloud to sell. Not to mention the awards you get for making 25%, 50%, 75%, and 100%!
- Go gem hunting -- Comb every step of the beaches on various isles (especially Tail, Cat, Desert, and some of the smaller isles to the east of Horse Isle).
- Mine on Pirate -- What I do is I get about 50 gold ore, 5 diamonds, 30+ rubies, and 25 or so emeralds. I make four gold necklaces in Whiskerton, then sell everything on Rock Isle. You can make about $60k or more from one trip like that.
- Collect shards on Lava -- Visit some of the dragons and collect as many shards as possible. Then sell them on Rock Isle for a hefty sum!
- Collect the items from Cloud -- Peppermints, silver linings, and moon beams are very rare on HorseIsle. They are needed for quests, so some people would be willing to pay you quite a bit for them! And if nobody needs them, you can sell them in stores for a very nice amount of money.
Those are probably the best ways to make money quickly. Making necklaces sort of ties in with gem hunting. So another suggestion would be to make as many diamond necklaces as you can, without buying any of the diamonds or gold ore!

How do you do leroy quest on HorseIsle?
Mystery of Leroy's Lost Nuggets! (300qp) [Master]
Begins: Leroy, a hermit on Desert Isle
Items Needed: None
Leroy has had his nuggets stolen by squirrels. For the first clue, stand next to the tree to the left and use your magnifying tool. Next, go south and stand South-East of the tree there and stand on Scamper. Use your magnifying tool to find the clue. Next, you will need to go north west of Leroy's cabin. Stand next to the two trees and on Scuttle and use your magnifying glass. Go directly east and stand on the first rock pile and use your magnifying glass. At the same spot, use your rake and you will find the first gold nugget! Next, head north west of this little grassy area and stand to the right of the palm tree (there is only one) and use your magnifying glass. Then use your shovel at the same spot. You have found the second nugget! Return to Leroy.
Reward: $10,000
