Anthony Michael Hall, who played Rusty in the first film, didn't want to reprise the role in European Vacation, largely because he had been offered one of the lead roles in Weird Science at the time.
It was therefore necessary to recast Rusty, and the filmmakers felt it would be more appropriate to recast both kids. They continued this with the third and fourth films, making a joke of it ("I hardly even recognize you kids anymore!").
