no they are not. the reason being is that people are stupid enough to dump them into lakes and rivers and end up killing the natural fish. i don't think the punishment is very severe though, small fine and the fish taken from you. if you are just a person who want a piranha to look cool don't get one, if you are a experienced aquarioust than go for it at your own risk.
