Braille is technique frequently used in Pokemon to create hard to solve puzzles in which players have to go researching on what is braille and how to decode it. Many people do not know what Braille is, therefore it hinders their progress in the game. Once the Braille is solved, the player can unlock items or rare Pokémon.
In Pokémon Ruby, Sapphire and Emerald, Braille can be found in the Sealed Chamber southwest of Pacifidlog Town. Once you have figured out what the braille says you can unlock the three ruins around Hoenn, inside are the ancient Pokémon: Regirock, Regice and Registeel. These three Pokémon are the key to unlocking Regigigas in Pokémon Diamond, Pearl and Platinum.
In Pokémon FireRed and LeafGreen, Braille can be found in Mount Ember and on the entrance of Dotted Hole. Once solved, the items Ruby and Sapphire can be obtained to unlock the National Pokédex, and the ability to trade Pokémon between Firered/Leafgreen and Ruby/Sapphire/Emerald.

To solve the Regitrio braille puzzle you will need to do certain things in each of the Regi's caves to open a door to their inner chambers. The method changes depending on if your version of the game is Ruby and Sapphire or Emerald. Before you can access their caves you must complete the Sealed Chamber's puzzle. The chamber can be found via diving in Route 134. To complete the puzzle itself in Ruby and Sapphire you need a Relicanth as your party's first Pokémon and Wailord as your party's last Pokémon. In Emerald the order is reversed, with Relicanth as your last and Wailord as your first. Once you have the right Pokémon in the right place in your team, simply interact with the braille sign. There should then be an earthquake and the doors to the Regtrio's caves will open. Regirock's cave is found on Route 111 in the Desert Ruins, to make his inner chamber's door open; from the sign walk two steps to the right and two steps down and use the HM Strength. In Emerald move two steps left from the sign, two down and use the HM Rock Smash. Regice's cave is the Island Cave in Route 105. Making his door open is much easier, in Ruby and Sapphire simply wait 2 minutes at the sign, and in Emerald walk a lap around the room in a counterclockwise direction (left from the sign). Registeel's Cave is the Ancient tomb found in Route 120, to open the door inside simply walk to the center of the room and use the HM Fly in Ruby and Sapphire or Flash in Emerald.

It's braille. If you use surf outside of pacifidlodge town you can find a place to use dive. you will come up in a cave. go to the back wall read the braille. It tells you to use dig. After doing so the wall opens up. Go to the very back wall. It says first comes relincanth last comes wailord. You need a wailord last in your party and a relincanth first in you party when you read this. If you don't have them, catch them and come back. It will open the three doors to the legendary Pokemon regigisis, regirock and regice. You need to be able to read the braille to open the walls in each of them though, so i would suggest googleing the braille alphabet and writing it down.
