He can, and will, be King upon the death of Queen Elizabeth. Or if Queen Elizabeth abdicates the throne then Charles will become King. That's the simple answer, although there are many opinions on why Charles should not inherit the throne.

There ain't no such person. The Monarch's eldest son (currently prince Charles) is entitled PRINCE of Wales. He also has other titles, including Duke of Cornwall, which may be the source of your confusion. Prince Charles is the Prince of Wales.
It is highly unlikely that Queen Elizabeth II will still be alive when the Prince of Wales becomes King, but if she were to abdicate she would possibly be known as the Queen Dowager (King Mother would be the form following her mother's decision not to be the Dowager Queen, although at that time there was already a Queen Dowager, Mary relict of George V) although that title technically belongs to a relict of a King.
There is no precedent for the abdication of a British Queen regnant however in those countries where this is common I believe the former monarch is referred to as Prince/Princess. Following the abdication of Edward VIII he was granted the title of Duke of Windsor and the style of HRH.

If Charles dies before Queen Elizabeth dies, then Prince William will be first in line. If Charles dies while he is king (having succeeded Elizabeth to the throne), then Wlliam becomes king and his eldest son (supposing there is one) will be heir to the throne. If William does not have children, then his younger brother Harry will be first in line.

The Prince of Wales in 1920 was Prince Edward, the eldest son of King George V. Prince Edward briefly became King Edward VIII in 1936 but abdicated in favour of his brother Prince Albert, who reigned as King George VI until 1952.
Most likely Charles will become Charles III although there have been some rumors that he might take the name George VII. Of course he can take any name he wishes when and if he becomes King.
