In my opinion the Winter Olympics are for the countries that wouldn't win very many medals in the Summer Olympics, for example, I don't think Norway wins very many swimming medals.
Answer 2:The purpose is exactly the same as for Summer Olympics.
It is just different sportevents. that's all.
Olympic Games are there to unify nations in sport.
A friendly way to compete among nations.
I suppose economy plays a mayor part these days. There is a lot to earn and gain.

The winter Olympic sports such as skiing and ice skating require cold weather (in order to have snow and ice) whereas summer Olympic sports are more easily played in warm weather, so it would be difficult to have all these different events in the same season. That's why there is both a summer Olympics and a winter Olympics.
